Emery has been heavily linked with the Paris Saint-Germain job after leading the Andalusians to an unprecedented third successive Europa League title last month.
Everton are also believed to be interested in the man who prevented Merseyside rivals Liverpool from gaining access to the Champions League next season following their 3-1 loss to Los Rojiblancos in the final of Europe's second-tier club competition.
The La Liga club confirmed on Sunday that the 44-year-old Spaniard is set to leave the Ramon Sanchez Pizjuan after three and a half seasons, having been appointed to the helm in January 2013.
They are targeting Sampaoli, who has been out of work since stepping down as Chile manager in January this year – just six months after leading La Roja to Copa America glory.
The 56-year-old Argentine said in February he was looking to return to club management in Europe and will hold negotiations with Sevilla on Monday.
