Express Sport understands Everton will allow Barkley to leave for £30m when the transfer window opens next month with Ronald Koeman keen to recruit Manchester United duo Memphis Depay and Morgan Schneiderlin.

And it seems the Toffees won’t be short of offers for the England international.

According to The Telegraph, Arsenal and Chelsea are monitoring Barkley with both teams keen to bolster their midfields.

But Tottenham look to be most serious about pulling off a deal with the report suggesting they could make an offer for the 23-year-old.

Mauricio Pochettino had been ready to wait until the summer to make his move but with Koeman keen to recruit fresh talent in January, Spurs feel they may be able to get a cheaper deal.

News of Tottenham putting the wheels in motion will leave their rivals frustrated.

Chelsea have been huge admirers of the midfielder for some time, while Arsenal have been keeping tabs on him and watching his progress at Goodison Park.

Barkley only has 18 months remaining on his current deal and Koeman recently admitted he is unsure if he’ll reach his potential.

"Of course I think the player needs to improve," Koeman said when discussing the Everton ace.

“He needs to improve the tactical aspect of his football, out of his position, he needs to be more clinical and have more creativity in the offensive part of the team, but he is working hard on that and trying to get the best out of himself.

"He needs to improve to be the player that maybe everyone expected when he was 18 or 19."
