The Sun claim the Scot is willing to spend a hefty chunk of his transfer war chest to sign the Argentine ace.
Ulloa has struggled for regular game time this term.
And the target man is desperate to leave the King Power Stadium in search of first-team football.
It's suggested the Black Cats are still haggling over a transfer fee - but Moyes wants to discuss terms with Ulloa as soon as possible.
Moyes is frantically looking to bolster his attacking options.
Ulloa was expected to be available for around £5m.
But the former Everton chief appears to be happy to pay over the odds if it means getting bodies in.
He only has veteran forward Jermain Defoe firing on all cylinders as he looks to save Sunderland from the drop.
Duncan Watmore and Victor Anichebe are both out injured.
