Former Hull boss Silva, 39, has signed a two-year deal to succeed Walter Mazzarri at Vicarage Road.
Watford chairman and chief executive Scott Duxbury said of the appointment: "Marco was one of the most sought after head coaches in the Premier League.
"His pedigree and promise speaks for itself with his achievements in top divisions elsewhere across Europe, as well as his work at Hull City last season."

"It's an exciting time to be a Watford fan, and I'm sure all supporters will join me in offering Marco and his family the warmest of welcomes to Vicarage Road."
Former Olympiakos and Sporting Lisbon chief Silva took charge of Hull in January on a six-month deal, tasked with saving the Tigers from the Premier League drop.
He sparked a revival in their fortunes, securing six wins in 18 games, but came up just short in the battle against relegation.
Silva resigned on Thursday and was linked with the vacancy at Crystal Palace following Sam Allardyce's departure.
He also held talks with Porto but those negotiations failed to result in a deal.
Watford announced Mazzarri would be leaving the club before the end of the season following a disappointing second half of the campaign.
A wretched run of six defeats on the spin saw the Hornets finish the season 17th in the table.
