Harry Kane has scored 78 goals in 113 appearances for Spurs
The Blues have been heavily linked with the Everton forward.
He left Stamford Bridge in 2014 but has been hotly tipped to return to his former stomping ground.
The Toffees won't let him leave on the cheap and Chelsea might need to fork out over £80m.
Given the Belgian's hefty asking price, Burley says the Blues should focus on Tottenham sensation Kane.
"What are they saying the fee's going to be? £80m?" the former Chelsea midfielder said on ESPN FC.
"If it was me, and I don't think they would get them and they probably wouldn't, but I would go with another £20m or £10m to Tottenham and say 'give me a price for Harry Kane'.
"I'm never a fan of somebody going back to a club for a second time.
"Also the pressure playing for Everton and the pressure playing for a Chelsea or even a Liverpool, certainly of old, or Man Utd is a completely different mindset.
"You're the top guy at Everton, you're expected to be around sixth or seventh in the table, anything else is a bonus.
"That isn't the case when you're playing in London."
Romelu Lukaku has been linked with Chelsea
Lukaku has bagged 53 goals in 110 games for Everton.
Kane has a similarly impressive record.
The England striker has scored 78 goals in 113 appearances for Spurs.
