The Spanish giants failed with an improved second bid of £90m for the Brazil ace on Wednesday.
Liverpool are sticking to their guns that the Brazilian playmaker is not for sale.
And Klopp said: "From a financial standpoint, there is no price limit to let him go or a price that we are ready to give in.
"Our goal is to have the best possible team. So we want to keep our guys and add new ones. That is our plan.
"Liverpool is not a club that has to sell players. That is set in stone. So what they pay in the end doesn't matter."
Coutinho, 25, is believed to be interested in the move but will not force his way out of the club even if Liverpool continue to refuse Barca's bids.
Klopp spoke to Coutinho after the first offer of £72m was rejected last month while they were on tour in Hong Kong and informed the Brazilian he would not be allowed to leave.
The Reds cannot afford to lose the former Inter Milan man this late in the transfer window as securing a replacement at this stage would prove difficult.
Although Klopp has only brought in Mohamed Salah for £36.9m, they have money to spend so do not need to sell to fund any more signings.
"Today, no player on the planet is unsellable," added Klopp.
"But a transfer is also a question of timing and if you have the opportunity and the need to react to such a transfer.
"Also you have to ask, if you have the time to react. But just because of one request of one club, we don't have to think about that. We are not in that situation."
Coutinho is unlikely to feature in Liverpool's Premier League opener against Watford tomorrow after missing training again yesterday with a back injury.
The Reds midfielder has not trained since the club returned from a training camp in Germany last week.
But he has been at the club's training base every day for treatment.
He now faces a race to be fit for Liverpool's Champions League play-off first leg against Hoffenheim on Tuesday in Germany.
But should Coutinho play in the first leg or the return fixture at Anfield on August 23 he would not be cup tied as players can feature in the play-offs for one club and group stages for another.
